Description

This procurement establishes a multi-lot framework agreement for the supply of paint supplies, tenant paint pack and voucher solutions, and decorating services for use by public sector organisations. The framework is designed to provide a compliant and flexible route to market for high-quality decorating products and services, supporting property maintenance, refurbishment, tenant engagement, and asset management activities across residential, commercial, educational, healthcare, and other public sector environments.

Lot 1: Paint Supplies

Provision of paint products, coatings, decorating materials, consumables, and associated accessories through a national network of decorator centres and trade counters. Services may include colour matching, tinting, technical support, product advice, account management, and other value-added services to support public sector maintenance, refurbishment, and decorating requirements.

Lot 2: Decorating Solutions for Tenants

Provision of tenant paint pack and voucher schemes, including product supply, voucher issuance and redemption, fulfilment, customer support, scheme administration, and management information reporting. The Lot is intended to provide contracting authorities with flexible solutions to support tenant decorating initiatives and property maintenance programmes.

Lot 3: Decorating Services

Provision of internal and external decorating services across residential, commercial, community, educational, healthcare, and other public sector properties. The scope includes planned, cyclical, responsive, void property, and project-based decorating works, together with all associated labour, materials, equipment, supervision, and quality assurance activities. Services may be delivered within occupied and sensitive environments and are required to support the maintenance, refurbishment, and asset management objectives of contracting authorities.

Lot 1. Decorating Supplies

Description

This Lot is for the supply of trade and retail paint products and associated decorating materials through a network of decorator centres and trade counters. The scope includes, but is not limited to, emulsion paints, specialist coatings, primers, undercoats, woodcare products, masonry paints, decorating consumables, and associated accessories.

Suppliers will be required to provide access to products through an established network of national locations, supported by services such as product advice, colour matching, tinting services, technical support, and account management where available. Suppliers should be able to support the requirements of a range of public sector customers including social housing providers, local authorities, education establishments, healthcare organisations, and other public bodies.

Lot 2. Decorating Solutions for Tenants

Description

This Lot is for the provision and management of tenant paint pack and voucher schemes that enable tenants to access decorating products to maintain and improve their homes.

The scope includes the supply of paint packs, voucher-based solutions, or a combination of both, supported by appropriate administration, fulfilment, customer service, and reporting arrangements. Suppliers should offer flexible solutions that enable Contracting Authorities to establish, manage, and monitor schemes effectively while providing a simple and accessible experience for tenants.

Services may include voucher issuance and redemption, tenant ordering channels, product selection and fulfilment, scheme management tools, management information reporting, customer support, and associated account management services.

Lot 3. Decorating Works

Description

This Lot is for the delivery of internal and external decorating services across residential, commercial, community, educational, healthcare, and other public sector properties.

The scope includes planned, cyclical, responsive, void property, and project-based decorating works, together with all associated labour, plant, equipment, materials, supervision, and quality assurance activities required to complete the works. Services may be delivered in occupied and sensitive environments and therefore require effective resident engagement, safeguarding arrangements, health and safety management, and measures to minimise disruption.

Suppliers appointed to this Lot will be expected to deliver high-quality workmanship, maintain appropriate workforce competencies, and provide reliable and responsive services that support the asset management and maintenance objectives of contracting authorities.

Framework operation description

The Framework Agreement will be established by YPO for the supply of decorating paints, decorating supplies, decorating solutions for tenants, and painting and decorating works. The Framework will be available for use by YPO and by other eligible UK public sector contracting authorities. Call-off contracts may be awarded either by Award Without Competition or through a Competitive Selection Process, depending on the relevant Lot and the contracting authority's requirements.

For Award Without Competition, the contracting authority may award a call-off contract to the Supplier whose decorator centre branch is geographically closest to the contracting authority or to the contracting authority's end users, provided that the Supplier can meet the specific requirements of the call-off contract. Geographic location will be determined using the delivery information submitted by Suppliers as part of their Framework submission. Where more than one Supplier operates within the same geographical area, the award will be made to the highest-ranked Supplier in that area. Supplier ranking will be based on the outcome of the Framework evaluation and may be updated following annual price refreshes.

Prices under the Framework will be fixed for an initial period until 31 March 2027. After this initial period, YPO may allow an annual price refresh. Suppliers must notify YPO of any proposed pricing changes at least 45 days in advance. Refreshed pricing will be evaluated using the commercial evaluation methodology set out in the procurement documents. The updated pricing score will then be combined with the non-cost scores from the original Framework evaluation, which may result in updated Supplier rankings for the following Framework year. Contracting authorities will use the updated pricing and ranking when making Award Without Competition call-offs.

Where a Competitive Selection Process is used, all Suppliers appointed to the relevant Lot will be invited to compete. Suppliers will be required to submit sealed bids through the contracting authority's chosen e-tendering system. The contracting authority will set out its specific requirements in the call-off competition documents and may evaluate submissions against criteria including cost, quality, delivery and customer service, and social value/sustainability. Indicative weightings are provided in the Framework documents, with permitted flexibility for contracting authorities to adjust the weightings to reflect the nature of their requirement, provided the total weighting equals 100%.

At Competitive Selection Process stage, pricing may either be re-competed using a pricing schedule issued by the contracting authority or, where stated in the call-off documents, carried forward from the original Framework evaluation. Where pricing is re-competed, it is expected to be evaluated by reference to predicted annual volumes, predicted usage, or the number of sites relevant to the call-off requirement. The pricing evaluation methodology set out in the Framework documents may be used, although contracting authorities may apply an alternative methodology where this is clearly stated in the call-off competition documents.

Call-off contracts will be awarded to the Supplier submitting the most advantageous tender in accordance with the stated award criteria and evaluation methodology. Contracting authorities may also include proportionate Conditions of Participation or mandatory requirements at call-off stage where relevant to the specific contract, provided these do not contradict the requirements of the Framework Agreement.

Description of risks to contract performance

Supply Chain Disruption. Shortages of paints, coatings, adhesives, specialist finishes, timber products, or other decorating materials due to manufacturer issues, import restrictions, transport disruption, or global events.

Price Volatility. Significant increases in the cost of decorating materials, fuel, packaging, or raw materials during the framework term.

Changes in Health, Safety or Regulatory Requirements. Changes in legislation, building safety requirements, environmental controls, COSHH regulations, or standards affecting decorating products and service delivery

Environmental and Sustainability Requirements. New sustainability requirements, carbon reduction targets, or restrictions on certain paints, coatings, solvents, packaging, or waste disposal methods.

Labour Availability and Skills Shortages (Lot 3). Shortage of qualified decorators, specialist finishers, painters, estimators, supervisors, or apprentices.
