Description

West Northamptonshire Council (WNC) is undertaking a competitive procedure to appoint a maximum of three suppliers onto each Lot for the provision of white goods, beds, mattresses, carpets and flooring to support the rapid turnaround of temporary accommodation properties across Northamptonshire.

The framework will be divided into the following three lots:

• Lot 1: The Provision and Installation of White Goods

• Lot 2: The Provision and Installation of Carpets and Flooring

• Lot 3: The Provision of Beds and Mattresses

A maximum of 9 Suppliers will be appointed to the Framework. Suppliers will be ranked based on their total tender scores.

It is envisaged that the final framework will be awarded to approximately 3 suppliers per lot and potential suppliers are permitted to bid on 1, 2, or all 3 lots. The Authority will be awarding contracts under this framework using either a Direct Award or a Competitive Selection Process.

Framework operation description

a) Contracts for general/day to day requirements will be awarded via direct award to the highest ranked supplier.

b) A competitive selection process may be used where a high volume of single goods is required. All suppliers on the Lot will be invited to participate.

c) The Authority reserves the right to issue a competitive selection process encompassing a whole requirement that spans the scope of Lots 1, 2, and 3 simultaneously, and where the following requirements can be evidenced:

• Equal treatment

• No substantial changes to the core terms and conditions set out in the main framework agreement.

In accordance with the Procurement Act 2023, Section 12 Equal Treatment and Transparency, where a holistic requirement is tendered, all suppliers appointed to the framework will be invited to tender.

Description of risks to contract performance

The Framework may experience an increase in service volumes as a result of housing stock currently managed by Northamptonshire Partnership Homes (NPH), an Arms-Length Management Organisation (ALMO) acting on behalf of West Northamptonshire Council (WNC), being brought back in-house by WNC. This change is expected to take effect from April 2027. Bidders should therefore take into account the potential for increased demand and service volumes over the duration of the Framework. This increase in demand may lead to an increase in the overall contract value over the term of the Framework subject to internal approval of additional funding.
