Description

ESPO is a public sector-owned professional buying organisation offering a comprehensive range of procurement services, including access to over 100 free-to-access framework solutions for the wider public sector.

We are establishing a client-specific framework for Leicestershire County Council and Leicester City Council, for the supply and delivery/collection of asphalt, roadstone, aggregates, topsoil, chippings, reprocessing of chippings, ready-mixed concrete, and related materials.

The Framework is divided into 4 lots.

Note: The overall framework value has been automatically assigned to each lot in this notice as ESPO offers no guarantees or estimates of value that may pass through each individual lot (but the overall usage across all lots is not expected to exceed this overall framework value).

The customers are seeking to appoint a minimum of 2 suppliers to supply asphalt materials for delivery within the County of Leicestershire and the City of Leicester and for the collection of small loads by the customers or their subcontractors.

Description

The customers are seeking to appoint a minimum of 3 suppliers to supply stone, aggregates and topsoil materials for delivery within the County of Leicestershire and the City of Leicester and for the collection of small loads by the customers or their subcontractors.

The geographical areas of the customers are represented within the Lot, with Leicestershire County Council being split into 6 separately identified regional areas within the County of Leicestershire and Leicester City Council into 1 area covering the City of Leicester.

Lot 3. Surface dressing chippings and reprocessing of recovered surface dressing chippings (Leicestershire County Council only)

Description

Surface dressing chippings:

Leicestershire County Council only is seeking to appoint a minimum of 1 supplier to supply 55 and 60 Polished Stone Value (PSV) surface dressing chippings in 6mm and 10mm and 63PSV and 65PSV chippings in 10mm for delivery within the County of Leicestershire.

Reprocessing of recovered surface dressing chippings:

Suppliers bidding to supply surface dressing chippings can also provide prices to wash and store the aftercare sweepings ready for redelivery to the customer.

The geographical areas of the Customer (Leicestershire County Council only) are represented within the Lot as being split into 4 separately identified depots.

Description

The customers are seeking to appoint a minimum of 2 suppliers to supply ready-mixed concrete materials for delivery within the County of Leicestershire and the City of Leicester and for the collection of small loads by the customers or their subcontractors.

The geographical areas of the Customers are represented within the Lots, with Leicestershire County Council being split into 6 separately identified regional areas within the County of Leicestershire and Leicester City Council into 1 area covering the City of Leicester.

Further information about fees

As a public body, ESPO have a statutory obligation to recover the costs incurred in the management of this Framework. This obligation is met by means of a Framework Fee which will be payable by the Suppliers to ESPO based on the total turnover of business conducted by them under the Framework.

Framework operation description

The customer will call off goods from the framework in either of the following ways, in accordance with section 45 of the Procurement Act 2023 (and any subsequent amendment or re-enactment thereof):

Call-off without competition

The Customers may ‘call-off’ Goods and/or Services from a Supplier identified as a) included in the Framework, b) suitable for meeting the Customers’ specific needs, c) delivers to the geographical region of the Customer and d) identified as offering the most advantageous solution to the Customers’ requirements, based on source(s) of information for the Customers’ Supplier selection decisions (e.g. Pricing Schedule).

Call-off with competition (Further Competitive Selection Process)

The Customers may conduct a further competitive selection process amongst those Suppliers identified in the Framework as being able to provide the required Goods and/or Services. The Customers will assess the Suppliers as set out in the terms and conditions of the Framework Agreement.

Please note that once this Framework is established, the right is reserved by the Customer when running a further competitive selection process, to invite the Suppliers to participate in an eAuction.
