Description

Great Places Housing Group (GPHG) operates a warehouse Distribution Centre in Trafford Park, Manchester, through which it provides building repairs and other materials to repairs and grounds maintenance operatives and other staff as required.

These materials may be distributed out of the warehouse, delivered direct to site, or picked up by operatives from suppliers' premises as appropriate.

GPHG is establishing an open framework for the provision of these goods, made up of 11 Lots defined by the category of goods required.

GPHG expects that Lots will likely be re-opened at different frequencies (for instance, high volume & high cost lots may be re-opened annually, whilst other may be re-opened bi- or tri- annually).

Options

The right to additional purchases while the contract is valid.

Great Places may exercise the following options during the procurement phase:

a. Great Places may alter or amend the tender notice to ensure it remains accurate and compliant with the Procurement Act 2023.

b. Great Places may abandon this procurement process at any time. It shall have no liability whatsoever to any Potential Suppliers, should it elect to abandon this procurement exercise.

c. Great Places may amend the Terms & Conditions for call-off orders.

d. Great Places may alter the procurement timetable at its discretion.

e. Great Places may cancel, vary or withdraw a Lot at any stage, where there is not a minimum of two compliant Potential Suppliers.

f. To clarify any part of a submission received at any stage.

g. To obtain technical details, and/or product samples for specific products proposed by a supplier

Great Places may exercise the following options when re-opening competition:

a. Great Places may revise & update the items to be priced for each Lot whenever the Framework is re-opened, implying that existing suppliers may be required to submit new tender pricings at each iteration of any Framework Lot

b. Framework Lots may be re-opened as and when required by Great Places, and the re-opening of any Lot will not imply the re-opening of any other

c. Call-off contracts may be awarded with or without further competition

d. To obtain technical details, and/or product samples for specific products proposed by a supplier

Great Places may exercise the following options during the Contract Period:

a. Successful suppliers may supply goods across Lots to manage capacity and on-time delivery

b. The Contract Area or Contract Period may be extended to require Suppliers to deliver additional services/works or locations that are in keeping with the nature of the contract for presently unknown variables, such as:

• to support other departments within Great Places

• to help to meet carbon net zero objectives

• supporting any incoming or new regulatory and legislative changes

• in cases of urgency

• in cases of an alternative contract failure or termination

• in cases of Great Places staff absence or illness

c. in the event Great Places acquires additional stock, e.g. through merger, contract or other acquisition, then Great Places reserves the right to extend the contract by a further period of 1 year and up to 50% value

d. All bids are to remain valid for acceptance for a period of 3 months

e. Great Places may amend the Terms & Conditions for call-off orders.

f. Great Places may institute new IT systems and invoicing procedures

g. To modify the contract as the result of materialisation of a known risk

Payment terms

All invoices must be sent to invoices [at] greatplaces.org.uk, or such other email address as shall be specified, quoting a valid purchase order number.

The details on the invoice must reflect the details provided during supplier account set-up, and match the purchase order value.

Subject to the Employer's right to withhold or dispute any amount, the Employer will pay the Supplier within 30 calendar days from receipt of an undisputed invoice.

Supply Chain Risks:

Supply chain disruption causing shortages of materials or delays in product availability.

Financial Stability Risks:

Supplier insolvency or business failure leading to interruptions in the provision of goods.

Pricing and Market Risks:

Price increases and market volatility affecting the cost of materials, transport, or distribution services.

Capacity and Demand Risks:

Demand exceeding supplier capacity, particularly in circumstances where the demand increases, for instance, should GPHG merge with other organisations.

Quality, Health and Safety Risks:

Health & Safety, and product compliance failures resulting from goods not meeting required specifications, standards, or regulations, in particular for products falling under COSHH regulations.

Contract management resource constraints limiting effective supplier oversight and performance monitoring.

Failure to maintain competition throughout the framework term due to supplier attrition or reduced supplier participation within individual Lots.

Lack of supplier innovation or continuous improvement over the life of the framework, resulting in missed opportunities for efficiencies, cost savings, or service enhancements.

Regulatory Risks:

Changes in industry standards, or legislative and regulatory requirements that impact the supply or use of materials covered by the framework.

Environmental or sustainability performance risks where suppliers fail to meet agreed commitments relating to responsible sourcing, carbon reduction or waste management.

Cyber Security and Data Protection Risks:

Cyber security or data protection incidents affecting suppliers, particularly given that electronic ordering, invoicing, and inventory management systems are used.
