Description

TransPennine Trains Limited (TPT) is seeking to procure a supplier for the provision of Station Information & Security Systems (SISS) maintenance and asset management services across its station network. The contract will cover approximately 3,800 assets across 19 stations, including Customer Information Systems, CCTV, public address systems, passenger help points and associated telecommunications, network infrastructure and supporting equipment forming the SISS estate.

The scope includes delivery of planned preventative maintenance and reactive maintenance services to ensure asset availability and performance in line with defined service levels, together with operation of a service management and helpdesk function and maintenance of an accurate asset management system. The supplier will be required to undertake asset verification in the first year and provide ongoing asset management, reporting and performance management thereafter.

The services will be delivered across a range of operational railway environments, requiring the ability to prioritise faults based on operational impact and undertake works safely within a live railway environment. The supplier will also support asset lifecycle management, including interfacing with enhancement and third鈥恜arty projects, and delivering minor works such as small鈥恠cale renewals, enhancements and asset modifications.

The contract is intended to deliver a high availability, safety critical maintenance service that supports operational performance, passenger experience and the ongoing management and improvement of SISS assets.

Description of possible extension:

The initial contract term will be three years. TransPennine Trains Limited reserves the right to extend the contract by up to two additional periods of one year each (3 + 1 + 1), subject to satisfactory performance, continued business need and ongoing value for money. Any extension will be at the sole discretion of TransPennine Trains Limited and on the same terms and conditions as the original contract.

Technical ability conditions of participation

Suppliers must demonstrate relevant experience and technical capability in delivering maintenance and asset management services for Station Information & Security Systems (SISS) or comparable rail telecommunications systems (including CCTV, CIS, public address systems and passenger help points) within the UK rail environment.

Suppliers must also demonstrate that they have appropriately trained and competent personnel, and the organisational capability to safely deliver services on or near the operational railway in accordance with applicable standards.

Competitive flexible procedure description

The procurement will be conducted using a Competitive Flexible Procedure in accordance with the Procurement Act 2023 and will comprise multiple stages.

The first stage will be a Selection Questionnaire (PSQ) (Conditions of Participation), through which suppliers will be assessed against conditions of participation including eligibility, financial standing, technical capability and relevant experience. Suppliers must meet all mandatory requirements in order to be considered further.

Where more than four suppliers meet the mandatory requirements, responses will be evaluated in accordance with the published scoring methodology and up to four highest鈥恠coring suppliers will be shortlisted.

The second stage will be an Invitation to Negotiate (ITN), issued to shortlisted suppliers only, where tenders will be evaluated based on quality, price and social value.

TransPennine Trains Limited reserves the right to conduct a Best and Final Offer (BAFO) stage as part of the procedure where this is considered appropriate.
