Scope

Description

Home Group (HG) is seeking to establish a framework of suitably qualified and experienced consultants to support our new build development programme. The scope of projects may vary and may include elements of conversion, refurbishment works, regeneration and supported housing projects. The primary discipline required is Employer鈥檚 Agent (EA) services. Applicants must demonstrate that EA services are their principal area of expertise and qualified discipline. In addition, applicants bidding for Lot 5 (South) must be able to provide Fire Consultant services through an in-house team and not via a sub-consultant arrangement. Applicants will also be invited to identify any other consultancy services they can provide in-house, which may be incorporated into future call-off appointments where appropriate. For the purposes of this Framework, these services will be identified as Non-Core services in our tender documentation. It is intended that framework call-offs will be primarily via Rotation, however a direct award mechanism will be available where pre-defined criteria are met.

Description of how multiple lots may be awarded:

Bidders must choose whether to bid for either the North Regional Lots or the South Regional Lot. Bidders may apply for up to four of the North Regional Lots (Lots 1鈥�4). Alternatively, bidders may apply for the South Regional Lot (Lot 5). For the avoidance of doubt, bidders applying for Lot 5 are not permitted to apply for any of Lots 1鈥�4, and bidders applying for any of Lots 1鈥�4 are not permitted to apply for Lot 5.

Home Group anticipates appointing three consultants per Lot.

Please note, it is our intention to appoint a contingency Consultant on each lot. For the avoidance of doubt, the contingency Consultants within each Lot will not be eligible for Rotation or Direct Award call-off appointments under the Framework Contract unless specific criteria has been satisfied, as noted in the tender documentation.

In which case, the contingency Consultant appointed to the applicable Lot may be substituted/added to participate in the Framework call-offs. Contingency consultants will still be required to sign the framework agreement.

Framework operation description

It is intended that framework call-offs will primarily be via Rotation. When a project requirement arises, Home Group will approach the next consultant in the agreed rotation order and issue project brief via the portal setting out the services required. The consultant will be asked to submit a proposal confirming their fee, proposed resource and any key assumptions. Fees must be based on the framework pricing documents.

A Direct Award mechanism will also be available where pre-defined criteria are met, including concerns about performance, capacity, conflicts of interest, urgency, project continuity or where a consultant has specific experience better suited to the project.

Where appropriate, Home Group may also run a mini-tender between framework consultants. This will primarily be used where there is a bespoke requirement or for call-off of Non-Core Services.

Stage 1 鈥� Tender Submission

This will consist of a Procurement Specific Questionnaire (PSQ) and Invitation to Tender (ITT) document.

The PSQ is a pass/fail assessment. If a Tenderer receives a 鈥淔ail鈥� for the PSQ element, their submission will not be considered any further and will not have its ITT evaluated against the tender evaluation criteria.

Stage 2 鈥� Interview Stage

Following evaluation at ITT stage, the top 5 ranked consultants in each lot will be invited to an Interview/Presentation stage.
