Description

Contract for the multi-disciplinary detailed design for renewal of the two platforms and associated infrastructure and both passenger lifts at Basildon station, in south Essex.

Basildon station is located at 24miles 26chains on the FSS2 Fenchurch Street to Shoeburyness line. Basildon Station was constructed in the 1970s comprising 2No. platforms which were partially founded on an embankment constructed in the 1930s. The main station buildings are at street level, with each platform accessed via a lift or staircase. The platforms have short canopies, where the platform construction is built off a bridge deck, that spans over Station Way public highway and the booking hall, at street level. The remainder of the platforms are exposed and of suspended concrete construction.

The platforms were found to be subject to serious defects and movement during routine inspection work carried out during summer 2021, whereafter it was concluded that the platforms were beyond economic repair. This resulted in the platforms being subject to temporary propping, monitoring and regular inspection, all pending demolition and renewal of the platforms.

C2c are now looking to run a procurement process to enter into a JCT Design & Build contract for renewal of the 1974 sections of both platforms 1 and 2 at Basildon, along with renewal of the station lifts serving the platforms, and associated station systems.

C2C Railway Limited (C2C) are following the Competitive Flexible Procedure in adherence with the Procurement Act 2023. The procedure will encompass the following stages:

Stage 1 - Procurement Specific Questionnaire (PSQ)

The Tender Notice will commence the start of the first selection stage of the procurement process by inviting Suppliers to complete the Procurement Specific Questionnaire (PSQ) in which C2C will assess the Suppliers' capability, capacity, and eligibility to deliver the contract. Following evaluation, the 12 (twelve) highest-ranked participants that successfully satisfy the PSQ requirements will be selected to progress and invited to participate in the tender stage.

Stage 2 - Invitation to Tender (ITT)

The tender stage will be published next. The tender documents, explaining each step, will be provided to the participants selected as the result of the PSQ process. In the tender stage, participants will be required to provide their responses to the qualification, technical and commercial envelopes. Participants will be evaluated based on the highest overall tender scores, combining both technical and commercial evaluations.

C2C reserves the right to make changes and issue updated versions of the documents to suppliers, to reflect the relevant stage of the Competitive Flexible Procedure, any changes to the procurement process, or to incorporate new information as it becomes available.
