Perth & Kinross Council (‘the Council’) is seeking to appoint two suitably qualified and experienced contractors to carry out central heating life cycle replacement works on PKC’s domestic tenanted properties.

The works comprise of the like-for-like replacement of gas boilers and radiators, full gas boiler systems inclusive of radiators and pipework; replacement of electric storage and panel heating systems, as well as the replacement of existing storage heating, electric wet boilers, and solid fuel heating with Air Source Heat Pumps. This list is not exhaustive. The full scope of works will be set out in the Employer’s Requirements within the tender documentation.

II.2.4) Description of the procurement

The acceptable range is:

1. Current Ratio - it is expected that the ratio is equal to or greater than 1, i.e. Current Assets will equal or exceed Current Liabilities for both years. Reasons for not meeting the required test to be disclosed by tenderers together with appropriate supporting evidence to confirm the suitability of the tenderer for the contract.

2. Net Assets (Net Worth) - it is expected that the Net Worth will be positive, i.e. a Net Assets position for both years. Reasons for not meeting the required test to be disclosed together with appropriate supporting evidence to confirm the suitability of the tenderer for the contract.

4B.5.1.a Bidders must confirm they already have, or can commit to obtain, prior to commencement of the contract Professional Risk Indemnity Insurance in the sum of 2,000,000 GBP for any one occurrence or series of occurrences arising out of one event.

Minimum level(s) of standards possibly required

The Bidder must demonstrate experience in delivering a contract of comparable scale and complexity involving a range of domestic heating technologies, including gas heating systems, electric storage heating, and Air Source Heat Pump (ASHP) installations. The example contract must have primarily comprised the replacement of gas boilers, whilst also including the replacement of storage heaters and the installation of first-time ASHP systems within occupied domestic properties. The contract must have achieved a delivery rate of no fewer than five properties per working week, maintained on a continuous basis for a period of between one and two years. Where the example provided formed part of a larger multi-trade contract, bidders must provide details relating solely to the heating works element, including its scope, value, duration, and delivery performance.
