Scope

Description

This tender process is for the provision of Supply & Install of Modular Treatment Equipment: Fixed鈥慒ilm Biological, Preliminary and Primary Filtration Systems. A summary of the scope across all Lots forming part of this tender is stated below.

The Modular Treatment framework will consist of suppliers who have the ability to design, supply & install containerised assets on a flatbed vehicle as a standalone solution either be removed via roll on/roll off functionality or craneage.

This framework will also consider semi modular assets which are assembled/installed by the asset supplier and involve greater civil complexity due to these assets requiring partial burying, but typically without the requirement for additional shuttering that's associated with traditional concrete assets.

These assets will either be purchased by the Utilities directly and the novated or free issued to the Utilities Capital 萝莉原创 supply chain partners.

Lot 1. Modular, Preliminary Treatment Solutions

Description

he Goods to be supplied under this Agreement shall comprise modular inlet screening solutions, with optional grit and/or FOG removal modules, for applications up to 100 l/s.

The Supplier shall work with the Client to develop and finalise site-specific proposals under each Call Off Contract based on information provided by the Client. Solutions shall be containerised, modular, quick to install, durable, and designed to minimise operational and maintenance requirements, while enabling safe operation, monitoring, and integration with existing control and SCADA systems.

Where required, solutions may also include grit removal, FOG removal, screenings dewatering, and associated ancillary equipment. All materials, equipment, and components supplied shall be new, fit for purpose, compliant with relevant

British/European Standards, WIMES requirements, and OEM specifications. Full technical requirements, performance criteria, and detailed specifications are contained within the Technical Specification issued as part of the PQQ documentation.

Lot 2. Modular Primary Filtration Solutions

Description

The Goods to be supplied under this Agreement shall comprise modular primary filtration solutions, using belt or drum filters as an alternative to primary settlement tanks, for applications up to 100 l/s.

The Supplier shall work with the Client to develop and finalise site-specific proposals under each Call Off Contract based on information provided by the Client. Solutions shall be capable of achieving the required suspended solids removal performance, operate with minimal manual intervention, and include all necessary ancillary equipment, controls, sludge handling, monitoring, and SCADA integration to support reliable operation.

Depending on site requirements, solutions may also include redundancy, flow balancing, wash water systems, FOG mitigation measures, and long-term service support. All materials, equipment, and components supplied shall be new, fit for purpose, compliant with relevant British/European Standards, WIMES requirements, and OEM specifications.

Lot 3a. Modular, Fixed-film Biological Treatment Solutions - Secondary

Description

he Goods to be supplied under this Agreement shall comprise modular fixed-film biological treatment solutions, including Submerged Aerated Filters (SAFs) and Moving Bed Biofilm Reactors (MBBRs), for secondary BOD reduction and secondary or tertiary ammonia removal.

The Supplier shall work with the Client to develop and finalise site-specific proposals under each Call Off Contract based on information provided by the Client. Solutions shall be modular, containerised where appropriate, designed for efficient installation and operation, and include all necessary process equipment, controls, monitoring, sludge management, aeration requirements, and SCADA integration to achieve the required treatment performance across the specified population equivalent ranges.

Depending on site requirements, solutions may also include blower systems, dissolved oxygen monitoring, multiple treatment zones, flow balancing, and parallel treatment arrangements. All materials, equipment, and components supplied shall be new, fit for purpose, compliant with relevant British/European Standards, WIMES requirements, and OEM specifications.

Lot 3b. Modular, Fixed-film Biological Treatment Solutions - Tertiary & Alternating and non alternating

Description

The Goods to be supplied under this Agreement shall comprise modular fixed-film biological treatment solutions, including Submerged Aerated Filters (SAFs) and Moving Bed Biofilm Reactors (MBBRs), for tertiary ammonia removal applications up to a nominal population equivalent of 15,000 PE.

The Supplier shall work with the Client to develop and finalise site-specific proposals under each Call Off Contract based on information provided by the Client. Solutions shall be modular, containerised where appropriate, designed for efficient installation and operation, and include all necessary process equipment, controls, monitoring, aeration, sludge management, and SCADA integration to achieve the required treatment performance. Depending on site requirements, solutions may also include blower systems, dissolved oxygen monitoring, multiple treatment zones, flow balancing, and parallel treatment arrangements.

All materials, equipment, and components supplied shall be new, fit for purpose, compliant with relevant British/European Standards, WIMES requirements, and OEM specifications.

Framework operation description

Where a requirement arises for [LOT 1/2/3 Modular Treatment Equipment], the Client may make a Direct Award to the appointed Supplier (or, where applicable, the highest-ranked Supplier) in accordance with the provisions of this Agreement.

The process for placing orders, supplier obligations, performance management, pricing arrangements and any circumstances under which the Client may approach an alternative Supplier shall be as set out in the Terms and Conditions.

Competitive flexible procedure description

Bidders will be required to complete and submit a Pre-Qualification Questionnaire (PQQ). Responses will be evaluated against the criteria set out in the PQQ briefing pack, and the six highest-scoring suppliers in each lot will be shortlisted to participate in the next stage of the procurement process.

Shortlisted bidders will then be invited to submit a detailed proposal in response to the Request for Proposal (RFP).

The procurement process will then comprise a number of subsequent evaluation, scoring and moderation stages, as detailed within the RFP briefing pack. As an initial assessment, bidders' responses to the proposed terms and conditions will be reviewed before any other part of the submission.

These stages may include proposal evaluation, supplier clarification discussions, presentations, site visits and commercial negotiations, where deemed appropriate by Severn Trent.

Severn Trent reserves the right to amend, combine or omit stages as set out in the RFP briefing pack and in accordance with the Competitive Flexible Procedure.
