Description
The Contracting Authority intends to establish a multi鈥憇upplier Professional Services Framework to support a broad range of project, engineering, property, and specialist advisory requirements across its operations.
The framework will enable the delivery of services in support of major capital projects, regional investment programmes, and property-related activities, providing access to a diverse and capable supply chain. The requirement includes, but is not limited to:
Project and programme management services
Design and engineering services
Architectural services
Planning and consent support
Property and asset-related consultancy
Environmental advisory services
The framework will be structured into multiple Lots and Sub鈥慙ots, including both national and regional delivery models, to ensure appropriate alignment of supplier capability with project scale, complexity, and geographic requirements. Regional elements are intended to support local supplier participation and SME engagement, alongside larger national providers.
The framework is expected to operate as an open framework arrangement, with the potential for periodic re鈥憃pening to introduce additional suppliers and maintain competitive tension over its duration.

Description of possible extension:
ABP currently intends to reopen the framework twice during its eight-year term, with indicative reopening points around Years 3 and 6. These timings may change, and any amendments will be made in accordance with the Procurement Act 2023 and communicated to the market.

A supplier may submit bids for all six (7) parent Lots.
Where Lots are subdivided into Sub鈥慙ots (e.g. 鈥渁鈥 and 鈥渂鈥), a supplier may apply for either Sub鈥慙ot 鈥渁鈥 or Sub鈥慙ot 鈥渂鈥 within a given Lot, but not both.
For Sub鈥慙ots structured on a regional basis (Sub鈥慙ot 鈥渂鈥), a supplier may express interest in multiple regions; however, a supplier will be awarded a maximum of two (2) regional allocations per Sub鈥慙ot.
The Contracting Authority reserves the right to apply these limits during the award process to ensure a balanced distribution of suppliers, maintain competitive tension, and support operational resilience across the framework.

Stage 1 鈥 Pre鈥慡election Questionnaire (PSQ)
Applicants will be issued with a PSQ comprising instructions, requirements, and a combination of pass/fail criteria and scored technical questions. The PSQ will assess: Compliance, Financial and legal standing, Health & Safety, Quality, and Supply Chain approach and Technical capability and relevant experience.
Applicants must meet all pass/fail requirements and achieve the minimum scoring thresholds to progress.
Stage 2 鈥 Invitation to Tender (ITT)
All Applicants successfully passing Stage 1 will be invited to submit tenders. The ITT will set out clear objectives and evaluation criteria aligned to organisational priorities. Tenders will be evaluated on a technical and commercial basis, with a defined weighting split.
