Description
The scope of the Contract is the provision of 3 star gas servicing, repairs and maintenance to approximately 2,500 Pioneer properties. The majority of boilers are of a domestic nature, with a small number of commercial installations.
Full details of the Services required are contained in the Specification as set out in Appendix 1 of the ITT document.
The Contract is expected to commence in April 2027.
The Contract will last for an initial period of 5 years, with an option to extend at Pioneer’s discretion for up to 2 further years, and 2 additional years, giving a total potential maximum period of 9 years.
The estimated total value is for the initial contract period of 5 years.

Competitive flexible procedure description
Pioneer is using the Competitive Flexible Procedure in accordance with section 20(2)(b) the Procurement Act 2023 (the PA2023). Bidders are deemed to understand the processes that Pioneer is required to follow under the PA2023.
The procedure will consist of the following stages:
Stage 1 – Procurement Specific Questionnaire
Bidders must complete and submit the Procurement Specific Questionnaire (PSQ) – this document. The PSQ sets out the conditions of participation for this procurement and will consist of:
•Pass/fail questions
•Information only questions
•Scored questions
The PSQ will used to determine each Bidder’s eligibility and suitability to perform the Contract
The top 5 scoring Bidders in Stage 1 will be shortlisted to Stage 2 Invitation to Tender.
Stage 2 – Invitation to Tender Stage
The Invitation to Tender (ITT) Stage will be used to evaluate each Bidders detailed proposal to deliver the Contract and will consist of:
•Quality evaluation
•Pricing evaluation
Only short listed Bidders are required to complete and submit the ITT document. The ITT document is made available at the PSQ stage for information only and to enable Bidders to gain an understanding of the ITT process should they be short listed.
Please do not complete or submit the ITT document at the PSQ stage.
