Description
Trent & Dove Housing is seeking to appoint a single suitably qualified and experienced Contractor to provide a comprehensive asbestos surveying service across its housing portfolio.
The Contract includes, but is not limited to, the delivery of Management Surveys, Refurbishment and Demolition (R&D) Surveys, Reinspection Surveys, targeted surveys, communal area surveys, roofline and guttering surveys, consultancy support, asbestos sampling, laboratory analysis, asbestos register updates and associated compliance reporting.
The successful Contractor will be responsible for undertaking surveys in occupied and void properties, communal areas and other assets owned or managed by Trent & Dove Housing. Survey information shall be provided electronically and integrated with Trent & Dove Housing's asbestos management system to support statutory compliance, asset management and ongoing risk management.
The Contract also includes resident liaison, programme management, quality assurance, technical support, performance reporting and the provision of professional advice to assist Trent & Dove Housing in meeting its duties under the Control of Asbestos Regulations 2012.
The proposed Contract term is an initial period of three (3) years with the option to extend for two further periods of twelve (12) months (3+1+1).

Description of possible extension:
The Contract will be awarded for an initial term of three (3) years. Trent & Dove Housing reserves the right, at its sole discretion, to extend the Contract by up to two (2) additional periods of twelve (12) months each. Any extension will be subject to satisfactory Contractor performance, continued business need, availability of funding and all necessary internal approvals. The maximum Contract term, including any extensions, shall not exceed five (5) years.
Options
The right to additional purchases while the contract is valid.
The Contract includes the option for Trent & Dove Housing to instruct additional asbestos surveying and associated consultancy services where required during the Contract term. This may include, but is not limited to, additional Management Surveys, Refurbishment and Demolition Surveys, Reinspection Surveys, targeted surveys, sampling and laboratory analysis, asbestos register updates, technical consultancy and other related services within the scope of the Contract. The quantity and timing of such services will depend on operational requirements, planned investment programmes, responsive maintenance activities, stock changes and available budgets. No guarantee is given regarding the volume or value of work that may be instructed.

Participation
Legal and financial capacity conditions of participation
Suppliers must satisfy the Conditions of Participation relating to legal and financial capacity as set out in the procurement documents. This includes confirmation that the supplier is not subject to any applicable mandatory or discretionary exclusion grounds under the Procurement Act 2023, together with evidence of sufficient economic and financial standing to deliver the Contract. Suppliers must demonstrate a minimum annual turnover of £200,000. Insurance requirements will be confirmed prior to contract award and equivalent evidence will be accepted where appropriate.
Technical ability conditions of participation
Suppliers must demonstrate the technical ability and professional competence to deliver asbestos surveying services. This includes holding (or demonstrating equivalent standards to) UKAS ISO/IEC 17020 Inspection Body Accreditation covering Management and Refurbishment & Demolition Surveys, ISO 9001 Quality Management certification (or recognised equivalent), and UKAS ISO/IEC 17025 accreditation where asbestos bulk sample analysis is undertaken directly, or evidence of formal arrangements with a UKAS-accredited laboratory. Suppliers must also demonstrate that proposed personnel hold appropriate asbestos surveying qualifications and experience, nominate a suitably qualified Technical Lead, provide a personnel competence matrix, and evidence relevant experience delivering comparable asbestos surveying services in accordance with the published Conditions of Participation.

Selection criteria:
Suppliers will be required to complete a Stage 1 Procurement Specific Questionnaire (PSQ). Responses will be assessed against the published Conditions of Participation, including mandatory exclusion grounds, financial standing, economic and financial capacity, technical and professional ability, relevant experience and mandatory organisational accreditations.
Only suppliers meeting all mandatory requirements and achieving the published minimum standards will be considered for shortlisting. The Contracting Authority intends to shortlist the five highest-scoring compliant suppliers to participate in Stage 2. Where the difference in score between the fifth and sixth ranked suppliers is within two percentage points, the Contracting Authority reserves the right to invite a sixth supplier to participate.

This procurement will be conducted using the Competitive Flexible Procedure under Section 20 of the Procurement Act 2023.
The procurement will comprise two stages.
Stage 1 – Invitation to Participate (Procurement Specific Questionnaire): All interested suppliers will be required to submit a completed Procurement Specific Questionnaire (PSQ). Responses will be assessed against the published Conditions of Participation, exclusion grounds and Stage 1 assessment criteria. The Contracting Authority intends to shortlist the five highest-scoring compliant suppliers to progress to Stage 2. Where the difference in score between the fifth and sixth ranked suppliers is within two percentage points, the Contracting Authority reserves the right to invite a sixth supplier to participate.
Stage 2 – Invitation to Submit a Tender: Shortlisted suppliers will be invited to submit a full tender, including quality and pricing submissions. Tenders will be evaluated in accordance with the published award criteria to identify the Most Advantageous Tender.
The Contracting Authority reserves the right to seek clarifications where appropriate, amend the procurement in accordance with the Procurement Act 2023 where permitted, and conduct interviews if required to clarify aspects of tender submissions. Contract award will be made following completion of the evaluation process and the mandatory standstill period.
