Description

Newport City Council (hereinafter referred to as the Council or NCC.) invites tenders for the All Wales Supply of Grounds Maintenance Equipment and Spares framework subject to the Council’s Terms and Conditions.

Newport City Council is carrying out a over threshold procurement advertised in the FTS, via Sell2Wales, under the Open Procedure of The Procurement Act 2023 to put in place a contract for All Wales Supply of Grounds Maintenance Equipment and Spares framework.

In line with new options for framework agreements under the recent Procurement Act 2023, an Open Framework will be established which provides for a longer term (8 years) and the requirement to ‘open’ up the framework for new suppliers at numerous times over the framework life. This provides an opportunity for any new suppliers to apply to join the framework when NCC re-open the invitation in order to increase competition and support new emerging businesses

Option 1 - Participating Authorities may simply purchase a machine(s) / spares by applying the appropriate discount(s) to the relevant manufacturer’s list price(s), based on the highest discount offered for the particular requirement.

Option 2 - Hold a mini-competition exercise - Participating Organisations may choose to hold a mini competition exercise with the the appointed tenderers whose nominated machinery manufacturer is capable of meeting their particular need. The mini competition exercise could occur for the purchase of one or several machines, or the acquisition of machines through a planned replacement schedule

Further information about fees

A 1% supplier rebate (supplier levy) is applied to the framework, in line with the cost recovery model of the National Procurement Network, which allows administrating authorities to recover the cost of managing the tender process and contract management. This rebate will be claimed by Newport City Council (NCC) from the suppliers on an annual basis. In submitting a tender, suppliers should allow for this 1% supplier rebate within their tender bid.
