Scope
Description
This procurement is for the provision of the Further Education (FE) Colleges Integrated
Consultant Team Framework 2026 for the Contracting Authorities. This includes the
provision of professional services delivery for minor works projects to include – quantity
surveying services, project management & design services, cost management services,
business case preparation, tender documentation preparation, architectural services, civil
and structural engineering services, mechanical and electrical engineering services and
Environmental/Sustainability Engineering Services.
CPD’s ÂÜÀòÔ´´ Information Management System (CIMS) is a cloud-based
collaboration platform which may be used by Clients, CPD ÂÜÀòÔ´´ Professionals,
and Suppliers in the delivery of government infrastructure projects.
The platform is built upon the Asite common data environment, with bespoke
development to suit CPD requirements for quality assurance throughout the procurement
lifecycle.
All information relating to this procurement has been developed and stored within CIMS.

a Data Room, a publicly accessible folder in CIMS, which may be accessed at the

The Supplier should download documents to their desktop to review and/or complete as
required. The completed TSP should be submitted in accordance with Section 5 of this
document.
Access to the public folder shall remain open until the Framework Agreement has been
awarded.

However, the procurement documents include relaxations whereby a single Supplier may be awarded up to 3 separate lots in the event there are an insufficient number of Suppliers and, irrespective of the number of Lots a Supplier has been awarded, the process for awarding an additional Lot under the Step-In option.

Framework operation description
A single Supplier will (subject to the below and terms of the Framework Agreement) be
appointed to provide the Services exclusively to each Lot area.
There is no restriction on the number of Lots that a Supplier can tender for.
In order to provide resilience and to ensure that a greater number of Economic Operators
have an opportunity to be appointed to the Framework Agreement, a single Supplier will
(subject to the relaxation noted below) only be awarded a maximum of 1 of the 3 Lots.
In the event that an insufficient number of Economic Operators are eligible to be awarded
a Lot of the Framework Agreement and the Contracting Authorities are therefore unable
to award each of the 3 Lots (either at the point at which the Framework Agreement is
awarded or at any stage during the term of the Framework Agreement), then:
a) the Contracting Authorities may relax the restriction on the number of Lots
awarded to one Supplier from 1 Lot to 2 Lots; and
b) In the event that, after applying the approach set out at (a) above, there is still an
insufficient number of Suppliers eligible to be award a Lot of the Framework
Agreement, then the Contracting Authorities may further relax the restriction on
the number of Lots that can be awarded to one Supplier from 2 Lots to 3 Lots.
The Contracting Authorities will award the Framework Lots in sequence, with the Lot 1
being awarded first, then Lot 2 and then Lot 3. For example, if a Supplier is awarded Lot
1 and it has the highest combined quality/social value/price score in Lot 2 and the highest
quality/price score in Lot 3, it will not be eligible for Lot 2 or Lot 3 unless the Contracting
Authorities determine that the relaxation set out at (a) and/or (b) above needs to be
applied. Suppliers should also note that they will only be eligible for award of a Lot where
they have submitted a tender for that particular Lot.

Description of risks to contract performance
The primary risk relates to uncertainty of
demand and workload, as the notice makes
clear that no business is guaranteed under the
framework and there is no assurance that any
call offs will be awarded creating a foreseeable
risk of variability in workload, timing, and
mobilisation requirements. This may necessitate
modifications to programme delivery or service
arrangements to respond to fluctuating demand.
The scope of services spans multiple
professional disciplines, including quantity
surveying, design, engineering, and
sustainability services, introducing a foreseeable
risk associated with coordination and integration
of services. Where integration challenges arise,
modifications to delivery approach or scope may
be required to ensure effective performance.
Finally, the requirement to deliver minor works
within live operational college environments
creates foreseeable constraints relating to
access, phasing, and minimising disruption.
These constraints may necessitate changes to
programme, sequencing, or delivery
methodology during contract execution.
