Description
The Joint Nature Conservation Committee ("JNCC") is the statutory adviser to the UK Government and devolved administrations on UK and international nature conservation. JNCC and the conservation sector are under increasing pressure to deliver value for money and solutions through their procurement activities and must achieve value for money through all procurement exercises. The triple planetary crisis of climate change, biodiversity loss and pollution has intensified the challenges facing nature conservation. JNCC are seeking expert support to strengthen our critical role in protecting the UK鈥檚 biodiversity across both land and sea. JNCC is committed to advancing nature鈥慴ased solutions to address these interconnected crises as a central element of our strategic development. JNCC is creating a Business Associates Framework agreement for the future supply of consultancy services for the required specialisms. The objective of the Framework Agreement is to deliver best value, continuous improvement and efficiency gains across the life of the Agreement. Your role as a supplier is key in helping JNCC to deliver value. With this, we would invite participants who can provide the greatest value for money achievable.

Framework operation description
The framework operates with a mixture of direct award options or with competition based on the call-off project value and Authority requirements. Suppliers may also be selected based on capability defined as a part of their tender submission to this ITP. Pricing for direct awards must be based on the pricing submitted as a part of this ITP; for with-competition call-offs, all suppliers awarded to the lot who are capable of providing the service (e.g. capability matrix and capacity) shall be invited to tender but must not exceed pricing agreed in this framework ITP (i.e. must not exceed the ceiling price).

This procedure has been selected to enable a proportionate, transparent, and tailored approach to market engagement and contract award. The Competitive Flexible Procedure allows the Authority to design a process that is appropriately structured to the complexity and requirements of the procurement, while maintaining compliance with the core principles of fairness, value for money, non-discrimination, and transparency.
Justification for not publishing a preliminary market engagement notice
A Preliminary Market Engagement notice was not issued as JNCC has sufficient knowledge of the market and a clearly defined requirement. The market is well-established and competitive, and PME was not considered proportionate or likely to provide additional value in shaping the procurement or improving outcomes. The approach remains compliant with procurement regulations and ensures fair and open competition.
