Description
Anchor Hanover Group (Anchor) is seeking to appoint suitably qualified and experienced contractors to deliver water hygiene servicing, remedial works and planned preventative maintenance (PPM) across our portfolio, ensuring effective and compliant management of water systems.
Anchor is utilising a separated delivery model, with a total of 3 independent suppliers appointed for national risk assessment services as well as regional PPM and remedial works.
The procurement is therefore structured into the following lots:
Lot 1: Risk Assessments - National (1 supplier)
Lot 2: PPM and Remedials - North (1 supplier)
Lot 3: PPM and Remedials - South (1 supplier)
The scope of services within each lot is as follows:
Lot 1: Risk Assessments (National)
- Water Safety and Legionella Risk Assessments
- Identification of system risks and required remedials
- Production of reports detailing prioritised recommendations for remedial actions
Lot 2 and 3: PPM and Remedials (within designated region)
- Delivery of all identified PPM programmes:
- Execution of remedial works identified through risk assessments and inspections
- Reactive repair response services
- Routine servicing of water systems
- Legionella sampling
We invite any interested parties to complete our PSQ (Procurement Specific Questionnaire) and Conditions of Participation (CoP) by 30.06.2026 at 12:00 hours.
Our initial process will comprise an initial selection stage based on the PSQ and CoP responses, which is followed by a shortlist of suppliers being invited to participate in the Invitation to Tender (ITT) stage.

Description of risks to contract performance
- Change to statutory maintenance standards or environmental/ waste legislation: Amendments to applicable legislation, standards or regulatory guidance during the contract term may require changes to the frequency, scope, or method of servicing and inspection activities, or license requirements.
- Addition and/or removal of Anchor properties to the contract area: The portfolio may change through acquisition, development, disposal, or changes in management responsibility for residential or care home properties during the contract term. This would require in-scope programme asset inclusion changes.
- Introduction of new asset types: assets not currently listed in the contract scope that require inclusion within either programme.
- Changes to Anchor Plans or Policies: Anchor's internal documentation is subject to annual reviews and may be updated in response to legislative changes, new risk information, or changes in building use.
- Evolution of asset monitoring and telemetry technology: Remote monitoring, telemetry, and smart sensor technology for water assets is developing rapidly. Anchor may adopt new solutions during the contract term that require the Contractor to integrate with or operate different systems from those specified at contract award.
- Changes to Anchor's asset management or job management systems: Anchor's internal asset management platform or the Contractor's job management system may be upgraded or replaced during the contract term, requiring changes to system interfaces, data formats, or reporting workflows.
- Access Risk: Access to properties may be restricted due to resident refusal, vulnerability or other operational constraints in case and housing settings.
- Availability of Resources: Availability of suitably qualified personnel and supply chain resources may fluctuate during the contract term, particularly during periods of peak demand. This includes potential constraints in labour capacity, the availability of materials or specialist components required for remedial works.

This procurement process will follow a multi-staged Competitive Flexible Procedure. An initial PSQ stage will be utilised to shortlist suppliers who will subsequently be invited to participate in the ITT stage. Following the evaluation of ITT responses, Anchor plans to undertake further stages with preferred bidders, including negotiation and the submission of a Best and Final Offer (BAFO) stage.
