Framework operation description

Southampton City Council ("the Council") invites Tenders from suitably qualified suppliers ("Potential Suppliers") for the provision of a repairs framework which will be contracted via JCT Framework Agreements for each awarded supplier. Each call off from the framework will be completed via the appropriate JCT contract which will be priced utilising the NHF Schedule of rates.

Justification for not publishing a preliminary market engagement notice

Market engagement has involved searching for suitable suppliers in the area to assess the number of potential tenderers and determine the most appropriate tender approach. The specification has been developed based on the Council's requirements, which was previously shared with the market under a previous procurement process that did not result in the award of a Contract. Following this process being stopped, the Council has updated elements of the documentation following feedback from suppliers who engaged in the process. This includes providing additional information about historic data and clarity around what the Council is seeking in method statement responses and how this will be assessed. The Council's Contract requirements has not changed.
