Description

Bromford Flagship LiveWest Limited (BFL) is procuring contracts for General Building Maintenance Services to be delivered across its housing portfolio.

The scope of works will include a range of responsive and minor planned works typically associated with the maintenance and improvement of residential housing stock. These works may include, but are not limited to:

• responsive repairs

• void property works and reinstatement

• disrepair related works

• damp, condensation and mould (DCM) related works

• aftercare defect works

• enabling and ad-hoc investment works

The services will be delivered across multiple geographic regions and will include works undertaken within occupied residential properties, communal areas and external building fabric.

One or more suppliers may be appointed per lot. Further detail regarding the delivery model, contract structure and allocation of work will be provided at PSQ and Invitation to Tender (ITT) stages.

Suppliers must demonstrate experience in similar settings and adhere to BFL's standards for confidentiality, safeguarding, and health and safety

Competitive flexible procedure description

The procurement will be conducted using a Competitive Flexible Procedure under the Procurement Act 2023.

The procedure will comprise four stages:

(1) a selection stage (Procurement Specific Questionnaire) to assess conditions of participation and shortlist bidders;

(2) an initial tender stage evaluating quality and price;

(3) a clarification stage including presentations and interviews to test and refine proposals; and

(4) a final tender stage, including submission of Best and Final Offers (BAFO).

Bidders will be down-selected between stages based on evaluation outcomes.

The Contracting Authority reserves the right to award the contract following any stage where this represents the most advantageous tender.
