Description
We are looking for a sustainability expert to work with us on building related projects now and in the future.
The first piece of work we need from you is the development a building-focused climate adaptation and decarbonisation plan for both V&A South Kensington and Young V&A including thermal modelling. This will be a six month project. For more information about this project, please log on to Delta where we have uploaded a Brief.
We're looking for a supplier that can work with us now and for future building projects. For that reason, we are setting this contract up as a single supplier Framework to allow us to purchase services as and when we need them over the next four years. We want the knowledge that you gain from the decarb plan to benefit our future gallery refurbishment projects.

Please note that whilst we have stated the framework value is 拢450k, we don't have any way of accurately estimating the value of call-off contracts that will be placed using this framework. To avoid having to make substantial modifications under Section 74 of the Procurement Act 2023, we have made a conservatively (high) estimate.

Framework operation description
As this is a single supplier framework, prices are determined by us contacting the supplier to request a quote. A call off contract is made if a quote is provided and we accept the quote.
Prices may be determined by either fixed fee based on fixed number of days at agreed day rates (not to exceed ceiling rates), fixed fee based on percentage of build cost, or variable fee based on agreed day rates (not to exceed ceiling rates).

Competitive flexible procedure description
The procurement process is being conducted using the Competitive Flexible Procedure as set out in the Procurement Act 2023. This is Stage One of a two stage process that we envisage will consist of the following stages:
Stage One: where anyone may submit a Tender.
Stage Two: where selected suppliers are invited to attend a presentation and interview session.
At this Stage One of the procurement process you are invited to complete and return a Stage One Tender. We will evaluate Stage One Tenders to create a shortlist of suppliers to take through to the presentation stage at Stage Two.
At Stage Two of the procurement process, we will invite the top highest scoring 3-5 tenderers from Stage One of the process and invite them to attend a presentation and interview session. This session, along with price, will be scored to determine the most advantageous tender and the supplier that submitted that tender will be appointed the Framework subject to contract.
We reserve all our rights under the Procurement Act 2023, including the right to add additional stages to the process and the right to refine award criteria between stages. The award criteria set out in this notice are for Stage One only. At Stage Two we may require you to resubmit certain information (such as your pricing schedule) to facilitate evaluation against the criteria for that stage.
