Description
The Framework is for the provision of Peatland Restoration to Durham County Council and affiliated bodies. It is to deliver works for peatland restoration, including but not exclusively; fencing, supplying and spreading moss rich brash, reprofiling, supply and insulation of wooden, stone or coir dams, installation of peat dams and supply and spreading of lime, fertiliser and seed.
The Council anticipates awarding a place on the framework to the top eight scoring bidding organisations scoring over 60% overall (subject to a minimum score of 40% out of 60% for the technical score and meeting all essential criteria).
The initial duration of the proposed Framework Agreement is 2 years subject to the right of the Council (at its sole discretion) to exercise its option to extend for up to 2 x 12 months subject to funding.
The Framework does not include any guarantee of any minimum volume of works, or any minimum expenditure. Furthermore, appointment under the Framework Agreement does not constitute a commitment by the Council, or any other contracting authority to the exclusive use of the Framework or an individual supplier for such requirements.

Description of possible extension:

Framework operation description
For this Framework for Peatland Restoration works, the Council intends to have a maximum number of 8 contractors awarded a position on the framework, ranked in descending order of the scores achieved at tender stage.
The framework will have provision for the Council to make a direct call-off or conduct a competed call-off where all contractors who have a place on the framework will be invited.
Any proposed award, direct award or competed call-off is subject to the maximum rates applicable as tendered. It is to be noted for all call-offs it is expected competitive pricing in the open market.
The competed call-off-document award criteria will be deemed appropriate for that specific project. This will include individual weightings, to reflect the requirements, within the further competition documentation which may differ from the weightings used for the appointment on the Framework Agreement. Weightings to be applied to this can be either of the following:
Price 0% -100%
Quality 0% -100%
Social Value 0% - 10%
This can be any percentage, 100% price or a mixture of quality and price or quality, price and social value. KPI's may be included in any off these calls. If you have opted in for the SIP the % discount you submitted may apply to specific competitive call-offs and whether Early Discount is applicable will be advised at the time the Competed Call-Off is issued.

This Framework will be available for use by Durham County Council and additional Contracting Authorities, where they have entered into a Procurement Service Level Agreement (SLA) with Durham County Council:
In the event that any one of the partners wishes to use the opportunity they will be required to enter into an access agreement, which will regulate their use of the framework agreement.
