Description
Ceredigion County Council is seeking to appoint a contractor who can deliver a reliable, high quality, value-for-money, managed service for the mechanical mowing of highway verges, highway visibility splays / sight lines and cycleways in Ceredigion. (Trunk Roads).
The Contract is divided into three (3) Lots as follows:
• Lot 1: Ceredigion North
• Lot 2: Ceredigion South
• Lot 3: Trunk Road
Bidders may submit a Tender for one (1) Lot, any combination of Lots, or all Lots. Each Lot will be evaluated separately, and the Council reserves the right to award one, some, or all Lots. The contract term will be from 11th of May 2026 to 31st March 2028 with an option to extend for two further periods of up to 12 months each.
The estimated value is between £600,000 and £760,000 for the full term of the contract including all extensions. Please note that the contract value provided within this notice represents an estimate prepared by the Council. It is issued for guidance only and does not constitute a fixed budget or an indication of the expected contract price. Bidders are expected to submit a competitive bid based on market prices.
The tendering period attached to this notice is subject to reduced timescales due to the original tender notice failing by Sell2Wales. The tender documents have been available via eTender Wales from the 27th of March 2026 for any potential supplier to access. This requirement is now considered urgent due to the need of Verge Mowing to ensure public safety.

Description of how multiple lots may be awarded:
Lots will be evaluated and awarded on an individual basis. Bidders may be awarded one (1) Lot, multiple Lots, or all Lots, subject to the outcome of the evaluation process.
There is no restriction on the number of Lots that may be awarded to a single Bidder. Awards will be made on the basis of the most advantageous tender for each Lot.
Where a Bidder is the highest scoring for more than one Lot, the Authority reserves the right to award all such Lots to that Bidder.

Description of risks to contract performance
There is a risk that due to the nature of the subject matter of this contract, performance is reliant upon favourable weather conditions, availability of suitably trained operatives, and plant. Should the current geo-political instability continue there may be an impact on the viability of supplier commitments.
