Description

This procurement is for the establishment of a multi-supplier framework for the delivery of planned, cyclical and improvement works and associated services across housing and building assets. The scope covers a broad range of capital works, planned maintenance and compliance-related activities, including fire precaution works and fire systems, window and door replacement programmes, kitchen and bathroom installations, gas and commercial heating installations, roofing works, water mains installations and CCTV surveys, planned improvement works, cyclical decoration programmes, damp and mould remedial works, lift maintenance, energy efficiency works, door entry systems, equipment and adaptations (including DFGs), asbestos removal and surveying, water hygiene testing and remedial works, air conditioning servicing and maintenance, lightning protection, sump pump and pumping station servicing, solid fuel and LPG servicing and maintenance, air source heat pump and photovoltaic servicing, automated gates and access systems, and statutory testing. The framework also includes a range of professional, technical and assurance services, including health and safety consultancy, building surveying services, structural engineering services, mechanical and electrical compliance consultancy, CDM and principal designer services, architectural services, housing-related legal services, and third-party gas and electrical auditing. The framework is structured across forty-four (44) lots, eight (8) of which are optional value-based lots designed to distinguish between contracts below 拢1.2 million and contracts of 拢1 million and above, enabling access to appropriately qualified and experienced suppliers and supporting proportionality in supplier selection. Where a workstream is split into value-based lots, suppliers must select and bid for only one of the split lots (for example, Lot 10 or Lot 10a) and will not be permitted to submit bids for both. 鈥淎uthorised User鈥 means any of the following: i) any entity within the same group of companies as TCHG from time to time (a 鈥淭CHG Group Member鈥); ii) any entity or joint venture company that TCHG or any other TCHG Group Member holds an interest in from time to time (a 鈥淭CHG JV鈥); iii) any Social Housing Provider in the United Kingdom (excluding TCHG, TCHG Group Members and TCHG JVs); iv) any national, regional or local health authority, including NHS Trusts and Primary Care Trusts; v) any educational establishment, including but not limited to primary and secondary schools, further and higher education institutions, academies and free schools; vi) any other 鈥渃ontracting authority鈥 in the UK as defined in the Procurement Act 2023; and vii) any supply chain member of TCHG or of any of the above organisations; and, in the case of the organisations listed in limbs (iii), (iv), (v), (vi) and (vii) above, who has entered into an Access Agreement with TCHG.

Description

This lot covers the delivery of independent third-party auditing and assurance services to support the management of gas and electrical compliance across residential and other building assets. It includes physical site audits, desktop audits of servicing and certification, review of contractor performance and processes, and the provision of independent advice and reporting to support compliance and asset management activity. The scope also allows for optional auditing and advisory support in relation to wider statutory compliance areas, including fire safety, water hygiene, asbestos, lifts and damp and mould. Services under this lot are intended to provide independent assurance, identify compliance risks and gaps, and support informed decision-making and continuous improvement, with a focus on accuracy, transparency and supporting safe outcomes for residents and building users.

For External Users, framework fees are applied on a sliding scale based on the total value of the award. Fees are charged at 3.5% for awards up to 拢250,000; 2.5% for awards between 拢250,000 and 拢1 million; 1.5% for awards between 拢1 million and 拢2 million; 1% for awards between 拢2 million and 拢5 million; and 0.75% for awards with a value of 拢5 million or more. Framework fees 鈥 Community-related awards For Community-related awards that are managed directly by Community, no framework fee is payable, regardless of contract value. Where a Community award is made without further competition and the process is facilitated by Pretium on behalf of Community, framework fees are applied on a sliding scale as follows: 2.5% for awards up to 拢250,000; 1.5% for awards between 拢250,000 and 拢1 million; 0.75% for awards between 拢1 million and 拢2 million; 0.5% for awards between 拢2 million and 拢5 million; and 0.25% for awards of 拢5 million or more. Framework operation description

This procurement will establish a multi-supplier framework agreement for the delivery of a wide range of works and services across multiple specialist lots. The framework will be used to appoint suitably qualified and experienced suppliers to provide services to meet the varying operational, compliance, maintenance and investment needs of the Contracting Authority and other Authorised Users. The framework will operate on a call-off basis, with individual requirements awarded either through award without further competition, or competitive selection process, depending on the nature, value and complexity of the requirement, and in accordance with the framework rules and the Procurement Act 2023. The specific award method, evaluation criteria and weightings applicable to each call-off will be set out in the relevant call-off documentation. The framework is structured across 44 lots, of which eight are optional value-split lots. Where lots are split by value threshold (for example, 鈥渦p to 拢1.2m鈥 and 鈥渙ver 拢1m鈥), suppliers may bid for one lot only within each split, and cannot be appointed to both parts of the same value-split lot. Suppliers appointed to the framework will not be guaranteed any volume or value of work. Call-off contracts may vary in size, duration and scope, and may include one-off projects, programmes of work, or term-based arrangements, depending on Authorised User requirements. The framework is intended to provide Authorised Users with a flexible, compliant and efficient route to market, enabling access to pre-vetted suppliers while retaining the ability to tailor call-off competitions to specific needs, including variations in quality and price weightings within the parameters set out in the framework documentation. Call-off contracts awarded under the framework will be governed by the terms and conditions of the framework agreement, together with any call-off-specific amendments or additional terms as set out in the call-off documentation.
