Test fraudster gets prison time

1 hour CITB and Essex Police have worked together on an investigation into HS&E test fraud that saw Whitewaters Training Ltd co-director William White sentenced to more than two years in prison. Two others were given suspended sentences, and CITB has revoked identified fraudulent test results.

CITB聽identified聽suspicious聽activity happening at the internet test centre in Halstead, Essex, Chelmsford Crown Court heard. The centre鈥檚 co-director, William White,聽63, worked alongside Kujtim Osmani, 27, and Artur Dauti, 24, to聽facilitate聽fraudulent activity linked to the CITB Health, Safety and Environment (HS&E) test.聽

Working in partnership with Essex Police, CITB supported a criminal investigation into the operation. On 19 October 2023, Essex Police executed a search warrant at the Whitewaters Training Centre, uncovering evidence of widespread organised fraud. White, Osmani and Dauti all pleaded guilty to conspiracy to defraud, with White and Osmani also pleading guilty to converting criminal property. A proceeds of crime confiscation hearing will also take place later in the year.

White played a leading role in facilitating a total of 511 fraudulent tests and received between 拢300 and 拢500 per test, meaning that even at the lowest estimate he would have gained at least 拢153,000 in illegal profits. CITB has now revoked all the identified fraudulent test results and shared the information with the relevant card schemes.

On 29 May 2026, the three men were sentenced. White was imprisoned for two years and seven months. Osmani and Dauti received sentences of one year and seven months, and one year and 10 months respectively, both suspended for two years, with 200 hours of unpaid work.
