Tendring garden village masterplan submitted

4 hours The UK’s largest housing association has submitted plans for a conurbation of nearly 8,000 new homes in Essex.

The plan

Latimer, the development arm of Clarion Housing Group, has submitted the masterplan for  its proposed Tendring Colchester Borders Garden Community for local planning approval.

The plan features three distinct, walkable neighbourhoods, shaped around public transit and ‘active’ travel (i.e. not motorised).

The scheme includes up to four primary schools, one secondary school, mobility hubs, health centres, and a civic common including cultural venues and a modern Guildhall. Across the three neighbourhoods, Latimer plans to build 7,750 homes, at least 30% affordable, which will include homes for affordable rent, social rent and shared ownership.

The hybrid submission comprises both an outline and detailed application for its initial stages, including more than 800 homes, the first phase of a rapid transit system, and a public quarter providing community activity and local employment.

As master developer, Latimer’s designers and consultants include Haworth Tompkins, Kjellander Sjöberg, Grounded Practice, Periscope, Arup, Michael Pawlyn, Jas Bhalla Works, Bell Phillips Architects, and Colchester-based HAT Projects.

Richard Cook, chief development officer at Clarion Housing Group, said: “This submission marks a major step forward in delivering a flagship new Garden Community for Tendring and Colchester, and a landmark moment for Clarion. Housing associations stepping into the role of master developer is nationally significant, as it demonstrates how organisations with a social purpose can create large-scale well-designed communities, expertly meet local housing need, and create lasting social and environmental value.”

He added: “As the government grapples with how to deliver new towns that are fully integrated, and deliverable, we hope that it will provide a valuable model of what is possible.”
